The RAA is a contract between [[icann|ICANN]] and a [[registrar]] that defines the terms under which the registrar may sell domain names. The 2013 RAA introduced stricter requirements for WHOIS accuracy, abuse handling, and data escrow.

Under the 2013 RAA, registrars must verify registrant email addresses and respond to WHOIS inaccuracy complaints within 15 days.
