GAC هي الهيئة الاستشارية لـ[[icann|ICANN]] المؤلفة من ممثلي الحكومات الوطنية والمنظمات الحكومية الدولية. على عكس المنظمات الداعمة، تُقدّم GAC مشورتها دون حق التصويت، غير أن مشورتها تحمل ثقلاً خاصاً: حين تصدر GAC مشورة توافقية، يتعين على مجلس إدارة ICANN إما اتباعها أو الإفصاح عن الأسباب التي تمنعه من ذلك. طرحت GAC مخاوف بشأن السلاسل الحساسة في برنامج [[new-gtld-program|gTLD الجديد]] (مثل .amazon و.patagonia). تشارك فيها أكثر من 180 حكومة بصفة أعضاء.
