Die ICANN At-Large-Gemeinschaft vertritt die Interessen individueller Internetnutzer in ICANNs Richtlinienentwicklungsprozessen. Sie ist in fünf regionale At-Large-Organisationen (RALOs) organisiert, die Afrika, Asien-Pazifik, Europa, Lateinamerika/Karibik und Nordamerika abdecken, die gemeinsam das At-Large-Beratungskomitee (ALAC) bilden. ALAC übermittelt formale Ratschläge an den ICANN-Vorstand und beteiligt sich an [[gnso|GNSO]]-Richtlinien-Arbeitsgruppen.
