ICANN At-Large 커뮤니티는 [[icann|ICANN의]] 정책 개발 프로세스에서 개인 인터넷 사용자의 이익을 대표합니다. 아프리카, 아시아-태평양, 유럽, 라틴아메리카/카리브해, 북미를 아우르는 5개 지역 At-Large 조직(RALO)으로 구성되며, 이들이 함께 At-Large 자문위원회(ALAC)를 형성합니다. ALAC는 ICANN 이사회에 공식 조언을 제출하고 [[gnso|GNSO]] 정책 작업 그룹에 참여합니다. At-Large 구조는 상업 기관뿐만 아니라 최종 사용자도 도메인 이름 거버넌스 결정에 발언권을 가질 수 있도록 마련되었습니다.
