Consensus Policy

A consensus policy in the [[icann|ICANN]] ecosystem is a policy developed through the [[gnso|GNSO's]] Policy Development Process (PDP) and adopted by the ICANN Board, which then becomes binding on all accredited [[registrar|registrars]] and, where applicable, [[registry-operator|registry operators]]. Consensus policies must be incorporated into [[raa|Registrar Accreditation Agreements]] and [[registry-agreement|Registry Agreements]] within a defined implementation period. Notable examples include the [[udrp|UDRP]], the Inter-Registrar Transfer Policy, and the Expired Domain Deletion Policy — effectively the binding 'law of the internet' for domain name administration and registrar conduct.

Example

The Transfer Policy — a consensus policy — requires registrars to release a domain within 5 days of a valid transfer request, preventing unauthorized domain lockout.
