مشغّل نطاق TLD (المعروف رسمياً بـ[[registry-operator|مشغّل السجل]]) هو الجهة المُخوَّلة من [[icann|ICANN]] لإدارة جميع التسجيلات ضمن [[tld|نطاق علوي]] محدد. يحتفظ مشغّلو نطاقات TLD بمنطقة [[dns|DNS]] الموثوقة لنطاقهم، ويضعون أسعار الجملة وسياسات الأهلية، وينشرون بيانات السجل عبر RDAP/WHOIS، ويجب أن يلتزموا باتفاقية السجل الخاصة بـICANN. بالنسبة لـ[[gtld|gTLDs]]، يتعاقد المشغّلون مباشرةً مع ICANN؛ أما بالنسبة لـ[[cctld|ccTLDs]]، فقد تُفوَّض الرقابة إلى الحكومة الوطنية المعنية أو السلطة المعيّنة.
